That hackle doesn't look very soft to my eye. I would use starling and brown silk buttonhole twist, as my offset for that pattern.
"soft hackled" flies can be tied with either hen or cock hackles and most legal game bird feathers. each provides its own effectwhat you use is entirely up to you
